Tzur immigrated to Israel at the age of 6 with his family which settled in Ashkelon.
He began his career with the Israel Police Force in the counter terrorism unit. He worked as a security consultant for the 1996 Summer Olympics in Atlanta. Upon his return he was appointed Deputy Chief of Operations in the police force.
In 2000 he became Chief of Staff of the Ministry of Public Security. His two following assignments were Commander of the Israel Border Police, (2002-2004) and District Commander of Police in Tel Aviv, (2004-2008).
He also had a brief political career. He became a Knesset member in 2013 from the new Hatnuah Party. He left the party in 2014 and did not contest the 2015 elections.
After spending 30 years in public service, Tzur went on to the private sector, concentrating in the fields of pharmaceuticals, biological products and bio-pharmaceuticals. In 2018, he was appointed to the position of Chairman of the Board of Directors of Collplant where he had been serving as a director since March 2017. He resides in Givatayim.
